E-Bikes (Electrically Assisted Pedal Cycles, or EAPCs)
Key Legal Points
Classification as an EAPC:
- Must have pedals that can be used to propel the bike.
- Motor must not exceed 250 watts.
- Motor assistance must stop at 15.5 mph (25 km/h).
Riding Requirements:
- Riders must be at least 14 years old.
- No license, insurance, or vehicle tax is required.
Where You Can Ride:
- Cycle paths and any area where regular bicycles are allowed.
- Pavements and pedestrian-only zones are not permitted.
EAPC Identification:
- Your e-bike must display the manufacturer’s name and power output or a sticker showing compliance with EAPC regulations.
E-Scooters
Privately Owned E-Scooters:
- Illegal on public roads, pavements, cycle lanes, or pedestrian areas.
- Only permitted on private land with the landowner’s permission.
Rental E-Scooters:
- Available in select UK locations under government trial schemes.
- Riders must be at least 16 years old and hold a provisional driving licence.
- Must follow local regulations on where they can be ridden (usually cycle lanes and roads).
- Rental e-scooters are insured by the operator.
Helmets and Safety:
- Helmet use is recommended, but not legally required.
- Riders must follow local speed limits and safety guidelines.
Penalties for Non-Compliance
Using a privately owned e-scooter in restricted areas or riding an e-bike that does not meet EAPC standards may result in:
- Fixed penalty notices.
- Points on your driving licence.
- Fines for operating an uninsured or unlicensed vehicle.
